I. The Transnational Drug Trafficking Case “10.30”

On October 30, 2007, based on people's report, Urumchi Public Security Bureau of Xinjiang Autonomous Region seized 67.5 kg of heroin and 4,848 kg of hashish from 682 pieces of fiber board that were imported to China from Kazakhstan and were to be shipped to Guangdong, successively captured 6 criminal suspects including Halil Lahman Abdul Rashim (male, 49, with Afghan nationality, assumed name of whom was Heilili Rahman, organizer of the gang) in Beijing, Xinjiang, Jiangsu, Guangxi and other places in China, and cut off a drug trafficking route from the Golden Crescent to Canada via China. It's a case with the record high seizure of drugs from the Golden Crescent in a single case cracked by China so far.

II. The Drug Trafficking Case “3.18” in Xinjiang

On March 18, 2008, based on intelligence, Urumchi Customs Office of Xinjiang detected suspicious substance in a piece of carpet. Quick inspection showed the substance as heroin. Through extended investigation, on March 19, the authorities captured 7 criminal suspects including Absamad Noor Geldy (male, Afghan) who came to Urumchi Airport to take the delivery. The authorities found drugs in 32 pieces among the 100 pieces of carpets seized and altogether seized 47.847 kg of heroin.

III. The Drug Trafficking Case “1.31” in Yunnan and Chongqing

On January 31, 2008, Narcotics Control Bureau (NCB) of the Ministry of Public Security was informed that a drug trafficking gang with Chongqing origin had been engaged in drug trafficking for a long period of time in the border areas of Yunnan , so it put the case as the target case and carried out extensive investigations. On March 5, under the unified command and coordination of NCB, narcotics control authorities in both Yunnan and Chongqing launched operations simultaneously, captured 7 criminal suspects including Liu Shaobo (male, 46, of Chongqing origin) and Wan Zhengfei (male, 49, of Chongqing origin), seized 12 kg of heroin and 5.422 kg of other drugs, and cut off a drug trafficking route from beyond the southwest border to Chongqing via Yunnan.

IV. The Drug Trafficking Case “10.8” in Yunnan

On October 8, 2007, Baoshan Border Patrol Sub-division of Yunnan Province learned that a kin-bound drug trafficking gang intended to smuggle a batch of drugs to China . Through over half a year's careful investigation, it found that the gang would transport drugs to the riverside of Nujiang River on May 11, 2008, and deliver the drug in Baoshan City . On May 19, while the delivery was undergoing, the authorities caught on the spot 7 criminal suspects including Jiang Tianyu (male, 45, from Baoshan , Yunnan Province) and Dong Yinlin (male, 46, from Baoshan , Yunnan Province), seized 53 kg of heroin and 3.5 kg of other drugs. The authorities also seized one pistol and 57 bullets from the houses of the two criminal suspects.

V. The Transnational Cocaine Smuggling and Trafficking Case “2.16” cracked in cooperation between China and USA

In February, 2008, Narcotics Control Bureau (NCB) of the Ministry of Public Security and U.S. Drug Enforcement Administration (DEA) cooperated and conducted a transnational controlled delivery of an international express parcel destined to Jiangsu , China from Venezuela . They made successful achievements in Jiangsu, Shanghai and Zhejiang of China, seizing 799 grams of cocaine, 276 grams of cannabis, and over 600 grams of other drugs, capturing 4 criminal suspects including Augustus Abiodun Olajuwon (male, 36, with Nigerian nationality), Xu Pengfei (male, 30, of Hangzhou origin), and Kingsley Madueke (male, 26, Of Nigerian nationality). The operation successfully wiped out a transnational drug trafficking gang which mainly consisted of drug dealers of African origin and active in Shanghai for a long period of time, and cut off a transnational drug trafficking route to smuggle and trade cocaine from South America to China through international express parcels.

VI. The Mega Drug Manufacturing and Trafficking Case “Fang Guangcai”

In February, 2008, Dongguan Municipal Public Security Bureau of Guangdong Province received report from the public that a drug manufacturing and trafficking gang was active in Dongguan City for a long period of time and was involved with a large amount of drugs. Dongguan Municipal Public Security Bureau immediately carried out investigations. Through over three months' careful investigations, the Bureau got a clear idea of the drug manufacturing and trafficking network, grasped the main criminal facts of the gang, and confirmed the specific locations of the clan labs. On June 3, under the coordination of Guangdong Provincial Public Security Department (GDPSD), the authorities caught 30 criminal suspects including Fang Guangcai, destroyed 4 drug clan labs, seized over 400 kg of ketamine, over 5 million yuan's drug proceeds and 7 vehicles.

VII. The Drug Manufacturing Case “3.10” in Sichuan

In February 2008, Chengdu Municipal Public Security Bureau in Sichuan Province found that some suspicious people frequently went in and out of one apartment house in a district. Several days later, the house was cleared, but there was stimulus smell of chemicals. The narcotics control agency made an investigation and determined that the house had been used for drug manufacturing, so it carried out investigations. Through careful monitoring, on March 26, the authorities caught 3 criminal suspects including Zhang Yonghong, destroyed one drug clan lab, seized 196.33 kg of ketamine, as well as 2 muskets, 2 pistols, 5 hunting cartridges, 1 pistol bullet and a lot of drug manufacturing instruments.

VIII. The Mega Transnational Drug Trafficking Case “Chen Huazheng” in Fujian

In September, 2006, Narcotics Control Division of Fujian Provincial Public Security Department learned that Chen Huazheng was suspected of being involved in smuggling methamphetamine (“ice”) from China to Japan . Through over one year's investigation, the authorities gradually grasped the criminal activities of main criminal suspects and made successful achievements. On May 9, 2008, the authorities captured 4 criminal suspects, among whom 2 are of Japanese nationality, seizing 7 kg of ice, 4 kg of ecstasy, and cut off a sea route of drug trafficking between China and Japan .

IX. The Mega Transnational Drug Smuggling and Trafficking Case “9.30” in Liaoning

In November, 2007, Liaoning Provincial Public Security Department received a clue on drug smuggling and trafficking. Through careful investigation and monitoring, the authorities got a clear idea of the drug trafficking gang that distributed in Liaoning , Jilin , Heilongjiang and the China-Myanmar border in Yunnan . On March 15, 2008, with assistance from Yunnan and Myanmar police, the authorities caught the principal criminals in the China-Myanmar border area. In the meantime, success was also achieved in other battle fields. The authorities altogether caught 18 drug-related criminal suspects, seized 2 kg of ice, took over 6 drug transporting vehicles and over 1.1 million yuan's drug proceeds, and destroyed the drug trafficking route from Myanmar to the three northeastern provinces via Yunnan Province of China.

X. The Drug Trafficking Case “2. 27” in Shanghai

At the beginning of 2008, Drug Control Department of Shanghai Municipal Public Security Bureau found a clue of trans-provincial drug trafficking. Through careful investigation and monitoring, the authorities identified the drug trafficking network of the gang, controlled information on trans-provincial deals, and located principal criminal suspects. On March 15, Shanghai and Sichuan authorities launched simultaneous actions and destroyed the entire drug trafficking network, wiping out one drug store hideout in Sichuan . They caught 7 criminal suspects, seized 9 kg of ice, 3.5 kg of heroin and 2.1 million yuan's drug proceeds as well as 2 drug-related vehicles.
