The legal and scientific spirits are what the western regions need now, so they are of vital importance to the success and speed of the western development drive. It has become a practical issue for western regions to combine their traditional culture with the economic and social modernization process to create a new type of socialist culture, and cultivate a healthy and vigorous human environment.

Xu further expounded on the relationship between economic development and cultural progress. In the recent history of the world, Xu pointed out, the countries with vast territories, big populations and weak economic bases would surely see an imbalance between different regions in economy, culture, education, thought and ideology. China is now at such an imbalanced stage, and trying to improve it. From imbalance to balance, then to a new imbalance and then balance is the way that society is progressing. According to historical experiences and views of modern economics, the economic development is interwoven with the full progress of society and a humane spirit. Construction and development greatly depend on a fine humane environment, while economic development will in turn help perfect the humane spirit.

Xu said that the western development of China has aroused interest from all over the world because it will exert direct or indirect influences on Asia and even the whole world. Most countries have successfully developed or are developing their backward areas, so we can learn much from them. The knowledge of foreign experts and entrepreneurs will benefit us a lot.

At the same time, western development can learn much from the experiences of the eastern regions in the past 20 years of reform and opening up. The eastern development has accumulated experiences while engaging in practice, while the western regions engage in theoretical investigation while preparing to engage in practice. In this sense, the western development drive is more reasonable and is marked by more initiative.
