economy and find a new mechanism suitable for developing the west. Feng noted that ¡°special economic zones¡± appeared against the background
that the planned economic system had not been dismantled completely, and
therefore they contain certain elements of government intervention. But
as the socialist market economic system has now been basically established,
everything should be done according to the laws of the market. The key
to the development of the west is to provide developers with a normal
and stable rate of recovery of their investment. It is not a permanent
solution to attract investors by exempting or reducing taxes. The focus
of development should shift from the development of materials to the development
of both material and human resources; from the development of natural
resources to the development of both natural resources and various essential
factors of production involving education, technology, information and
markets; and in terms of modes of development, from simply depending on
mandatory planning and government action to depending on both overall
regulation and the regulation of market guidance and law of value. |
