National Aid Program for Tibet

The Chinese government has been implementing a special aid program for Tibet in order to help this border region achieve step change. After the peaceful liberation of Tibet in 1951, the central government developed a series of special policies and measures to support development efforts in Tibet, and encouraged relatively developed provinces and cities to join the endeavor. In the 1980s, the central leadership gave priority in its ethnic initiatives to accelerating progress in Tibet on the basis of ethnic equality. Following the Second Central Conference on Tibet in 1984, a nationwide aid campaign was launched, and financial aid increased annually. A major decision on division of responsibility among other provinces and cities and central government agencies in implementing aid projects was made at the Third Central Conference on Tibet in 1994, which called for dispatching groups of personnel to provide needed support and expertise there on a rotating basis. This gave a further boost to the aid campaign. These aid-assisted projects have helped improve urban infrastructure, medical services, public health, education, and environmental protection, and promote the development of sports and culture, leading to significant improvement in the well-being of the Tibetan people

援藏政策

援藏工作是中国政府支援帮助西藏实现跨越式发展的重要方式与途径。西藏和平解放后,中央政府制定了一系列特殊政策和措施,帮助和扶持西藏发展,并动员和组织内地发达地区支援西藏建设。20世纪80年代,中央把立足民族平等、加快西藏发展作为民族工作的重点。1984年中央第二次西藏工作座谈会后,国家对西藏经济支持力度逐年增大,全国性的援藏工程开始。1994年第三次西藏工作座谈会做出了“分片负责,对口支援,定期轮换”支援西藏的重大决策,全国支援西藏工作出现新局面,促进了西藏经济社会的快速发展。中央政府和各兄弟省市的支援项目涵盖城市基础设施建设、医疗、卫生、教育、体育、文化等,极大促进了西藏社会发展、文化繁荣、环境保护和民生改善。
