"Healthy China"

In a proposal toimplementthe13th Five-year Plan for Economic and Social Development adoptedat its fifth plenary session in October 2015,the 18th National Congress of the CPC defined new goals towards building a healthy China. Promoting Health is crucial to human development, and provides a basis for economic and social development. Improvement in healthcare represents an important success story in our efforts to build a stronger nation and achieve greater prosperity. It is also a shared expectation of the public. Without universal access to healthcare, there can be no prosperity for all.

In October 2016, the CPC Central Committee and the State Council jointly issued an outline for the “Healthy China 2030” initiative. The document emphasizes a participatory approach to improving China’s healthcare and the fundamental goal of proving universal access to healthcare. The initiative aims to achieve the following by 2030:

–a continued improvement in public health;

–a substantial improvement in healthcare services;

–a significant expansion of the healthcare industry; and

–the establishment of a sound health promotion system.

In essence, the initiative seeks to promote the people’s physical, social and economic wellbeing, as well as a healthy environment, not simply improving physical health. It places front and center the people’s right to health, emphasizing the importance of prevention and a healthy lifestyle, together with efforts to create an eco-friendly, safe and healthy environment to reduce the incidence of diseases.

It is important in this regard to change the way healthcare services are provided and improve these services, putting more emphasis on early diagnosis, treatment and recovery. It is also essential to ensure basic health coverage, strengthen community-level medical services, and build necessary mechanisms to better address the health needs of the general public. A participatory approach is indispensable to universal access to healthcare. Special efforts should be launched under the guidance of the government and with public participation to better assist vulnerable groups such as women and children, older people, people with disabilities,transient population, and low-income groups.

Implementation will be stronger, with increased government funding and in tandem with expanded institutional reform. Other measures include promoting health-related human resource development and technological innovation, building a health information service system, promoting rule-based practices in the health industry, and expanding international cooperation on health issues.

健康中国

2015年10月,中共十八届五中全会通过的《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》,提出推进建设健康中国的新目标。健康是促进人的全面发展的必然要求,是经济社会发展的基础条件,是民族昌盛和国家富强的重要标志,也是广大人民群众的共同追求。没有全民健康,就没有全面小康。2016年10月,中共中央、国务院印发了《“健康中国2030”规划纲要》,提出共建共享是建设健康中国的基本路径,全民健康是建设健康中国的根本目的。力争到2030

年实现以下目标:人民健康水平持续提升,健康服务能力大幅提升,健康产业规模显著扩大,促进健康的制度体系更加完善。健康中国的内涵,不仅是确保人民身体健康,更是涵盖全体人民健康身体、健康环境、健康经济、健康社会在内的大健康。建设健康中国,要把维护人民健康权益放在重要位置,坚持预防为主,推行健康文明的生活方式,营造绿色安全的健康环境,减少疾病发生。要调整优化健康服务体系,强化早诊断、早治疗、早康复,坚持保基本、强基层、建机制,更好满足人民群众健康需求。要坚持共建共享、全民健康,坚持政府主导,动员全社会参与,突出解决好妇女儿童、老年人、残疾人、流动人口、低收入人群等重点人群的健康问题。要强化组织实施,加大政府投入,深化体制机制改革,加快健康人力资源建设,推动健康科技创新,建设健康信息化服务体系,加强健康法治建设,扩大健康国际交流合作。
