A Multi-Tiered Social Security System

Social security provides a safety net for the people and a buffer against risk. It is vital to the wellbeing of the people and the long-term stability of our country.

The report to the 19th CPC National Congress called for measures to help those most in need, to build a strong safety net, and to create necessary mechanisms to implement a sustainable multi-tiered social security system, one that covers the entire population, addresses urban and rural issues in an integrated manner, clearly defines rights and responsibilities of beneficiaries and all other actors involved, and provides adequate levels of protection.

To this end, China will implement a universal health insurance plan, improve the basic pension schemes for urban employees and for rural and urban residents, and take speedy action to incorporate all pension schemes into a unified national framework. Improvement is also called for of the unified systems of basic medical insurance and critical illness insurance for rural and urban residents, as well as unemployment and work-related injury insurance. A unified national platform for social security public services will be established. An integrated system is necessary to provide social assistance in both urban and rural areas, and the basic needs of the people must be satisfied. In addition, we will improve our social welfare system, encourage charitable giving, and ensure that army veterans and their family members receive special benefits and services.

多层次社会保障体系

社会保障是民生的保护网、风险的缓冲器,与人民幸福安康息息相关,关系国家长治久安。中共十九大报告提出,按照兜底线、织密网、建机制的要求,全面建成覆盖全民、城乡统筹、权责清晰、保障适度、可持续的多层次社会保障体系。为实现此政策目标,中国将主要采取如下措施:全面实施全民参保计划;完善城镇职工基本养老保险和城乡居民基本养老保险制度,尽快实现养老保险全国统筹;完善统一的城乡居民基本医疗保险制度和大病保险制度;完善失业、工伤保险制度;建立全国统一的社会保险公共服务平台;统筹城乡社会救助体系,完善最低生活保障制度,完善社会救助、社会福利、慈善事业、优抚安置等制度。
