Strategy for Coordinated Regional Development

A coordinated regional development strategy is an important component of China’s economic and social development strategy. Since the beginning of the 21st century, an overall strategy has gradually taken shape, focusing on the development of the western region, the revitalization of the northeast, the takeoff of the central region, and the leading role of the eastern region. Such a strategy was highlighted in the report to the 19th CPC National Congress as one of the seven strategies for realizing the goal of building a moderately prosperous society.

The main tasks to implement this strategy include:

• expanding support for old revolutionary base areas, areas with large ethnic minority populations, border regions, and economically disadvantaged areas;

• stepping up large-scale development efforts in the western region;

• pursuing reform at a deeper level to accelerate the revitalization of old industrial bases in the northeast and other parts of the country;

• boosting the rise of the central region by tapping into local strengths;

• supporting the pioneering role of the eastern region in innovation-driven development; and

• creating new, effective mechanisms to facilitate inter-regional coordination.

A network of city clusters has been envisaged, in order to enable better coordination among cities of different sizes and small towns in responding to their development needs. Plans are being implemented to speed up the process of granting permanent urban residency to rural migrant workers. All functions nonessential to its role as the nation’s capital will be relocated from Beijing to neighboring locations as part of the effort to drive coordinated development of the Beijing-Tianjin-Hebei region. The Xiong’an New Area in the vicinity of Beijing is being developed to high standards laid out in forward-looking plans. Also underway are eco-friendly initiatives for the Yangtze Economic Belt, which promote coordination in environmental conservation and are against excessive development. Support will be given to resource-dependent areas to help transform their local economies. Development in border regions will be accelerated, and stability and security there must be protected. An integrated approach to land and marine management is vital to the efforts to build China into a strong maritime country.

The strategy for coordinated regional development was launched at a critical juncture for the realization of the Two Centennial Goals. It is of strategic importance to strengthening China’s subnational development coordination, expanding regional development opportunities, building a modern economic system, and realizing the Two Centennial Goals.

区域协调发展战略

区域协调发展战略是中国经济社会发展战略的重要组成部分。新世纪以来,中国逐步形成西部开发、东北振兴、中部崛起、东部率先发展的区域发展总体战略。中共十九大报告明确提出区域协调发展战略,并将区域协调发展战略确定为决胜全面建成小康社会需要坚定实施的七大战略之一。

实施区域协调发展战略的主要任务包括:加大力度支持革命老区、民族地区、边疆地区、贫困地区快速发展,强化举措推进西部大开发形成新格局,深化改革加快东北等老工业基地振兴,发挥优势推动中部地区崛起,创新引领率先实现东部地区优化发展,建立更加有效的区域协调发展新机制。以城市群为主体构建大中小城市和小城镇协调发展的城镇格局,加快农业转移人口市民化;以疏解北京非首都功能为“牛鼻子”推动京津冀协同发展,高起点规划、高标准建设雄安新区;以共抓大保护、不搞大开发为导向推动长江经济带发展,支持资源型地区经济转型发展;加快边疆发展,确保边疆巩固、边境安全;坚持陆海统筹,加快建设海洋强国。

区域协调发展战略是对“两个一百年”奋斗目标历史交汇期中国区域发展的新部署,对中国增强区域发展协同性、拓展区域发展新空间、推动建设现代化经济体系、实现“两个一百年”奋斗目标具有重大战略意义。
