The Goal of Building a Moderately Prosperous Society in All Respects

On the basis of the goal, set at the 16th and 17th CPC national congresses, of building a moderately prosperous society in all respects, the 18th National Congress of the CPC called for completing this process by the year 2020.

This goal is identified in the 13th Five-year Plan as specific targets for economic and social development in the following areas, by 2020:

• deeper reform to enhance quality and efficiency of development;

• medium-high economic growth, medium-high-end industrial development, and doubling China’s 2010 GDP and per capita income;

• extensive improvement of living standards, completing renovation of run-down urban areas, lifting all rural residents living below the current poverty line out of poverty and eliminating poverty in all poor counties and regions;

• substantial improvement of people’s cultural level and ethical standards, with a public cultural service system in place;

• overall enhancement of the quality of the environment, and developing eco-friendly growth models and ways of life; and

• enhancement of the national governance system and capacity, and well-established systems and structures fully functioning in different areas.
