Cooperation to Address Climate Change

China has been an important participant, contributor and leader in addressing climate change, proving its sense of responsibility as a major country.

Since the 18th National Congress of the CPC in 2012, China has deemed coping with climate change an inherent requirement and important opportunity for sustainable development at home, and adopted policies and measures to pursue green, low-carbon development. These include promoting ecological conservation, implementing the strategy of sustainable development, transforming the mode of production, adjusting economic, industrial and energy structures, and supporting renewable energies. China's efforts have led to notable progress in energy transformation: Its installed capacity of hydropower, wind power, and photovoltaic power generation all top the world, as does the scale of its nuclear power plants under construction.

China has employed such platforms as the Belt and Road Initiative, cooperation on industrial capacity, and South-South cooperation, and promoted cooperation with others, developing countries in particular, to address climate change for sustainable development together. Adhering to the principle of "common but differentiated responsibilities," China has done a lot in the whole process where the Paris Agreement was reached, signed and put into effect. It has participated in the talks related to the United Nations Framework Convention on Climate Change, and safeguarded the principles and framework of the Convention.

China has given strong backing to other developing countries in combatting climate change, and provided equipment and other aid in kind to island countries, least developed countries, African countries and other developing countries, as well as support to their participation in climate- related international talks, policy design, and personnel training. China is willing to work with others to build a planet where man co- exists with nature in harmony, and leaves a pleasant environment for sustainable development of future generations.

合作应对气候变化

在应对气候变化问题上,中国是重要的参与者、贡献者、引领者,体现出大国担当精神。特别是党的十八大以来,中国将应对气候变化的挑战作为国内实现可持续发展的内在要求和重要机遇,实施了一系列政策措施和行动。比如,加强生态文明建设,实施可持续发展战略,转变生产方式,调整经济结构、产业结构、能源结构,大力发展可再生能源等,走出了一条绿色低碳发展的道路。经过不懈努力,中国在能源转型方面取得显著成就,水电、风电、光伏发电装机规模均居世界第一,核电在建规模为全球首位。除了在国内推进可持续发展方面的努力引人注目,中国还通过“一带一路”倡议、产能合作、南南合作等平台,积极推进与各国特别是发展中国家在应对气候变化方面的合作,共同走可持续发展之路。中国坚持共同但有区别的责任原则,在《巴黎协定》达成、签署、生效的过程中,发挥了重要作用。此外,中国还积极参与《联合国气候变化框架公约》谈判进程,坚定维护公约的原则和框架。支持发展中国家应对气候变化,为小岛屿国家、最不发达国家、非洲国家及其他发展中国家提供了实物及设备援助,对其参与气候变化国际谈判、政策规划、人员培训等方面提供大力支持。中国愿同各国携手前行,实现人与自然和谐共处,为后世子孙创造一个可持续发展的地球家园。
