"Being Meticulous Like Doing Embroidery"

“绣花”功夫

“绣花”功夫是习近平关于如何坚持精准方略、如何提高脱贫实效的生动比喻,在他看来,解决好“扶持谁、谁来扶、怎么扶、如何退”四个问题,全过程都要精准,有的甚至需要下一番“绣花”功夫。扶贫不是定了贫困户以后给他们几头羊、几袋种子,给他们盖房子或者搬走了事,而是要针对不同贫困户,帮助其解决不同的致贫原因。

根据精准扶贫精准脱贫的基本方略以及习近平的相关论述,可以从以下两个方面理解“绣花”的含义:一是扶贫政策要细化,要在具体的实践中做“细活”。习近平指出:“扶贫是大政策,大政策还要细化,就像绣花一样。”各地要按照中央关于脱贫攻坚的一系列顶层设计,根据地区发展情况,将有关政策做实做细。这就需要像“绣花”一样,一丝不苟地将具体的扶贫工作做精准。二是扶贫政策要有针对性,要因地制宜、分类施策。他指出,不同的地方、不同的贫困户有不同的扶法。贫有百样、困有千种,大水漫灌式扶贫很难奏效,必须采取更精准的措施。这意味着精准扶贫也需要像绣花一样,根据不同的图案,使用不同的绣线和技法。

"Being meticulous like doing embroidery" is a metaphor used by Xi Jinping for advancing efficient targeted poverty elimination. He calls for meticulous work at every stage in the whole process of poverty alleviation. Poverty alleviation does not simply mean handing out one or two goats or bags of grain seeds to poor households, building houses for them, or having them relocated elsewhere. Rather, it means identifying the root causes of poverty and helping poor households tackle them. 

The requirement of "being meticulous like doing embroidery" has two implications: 

(1) Policies must be detailed and well thought out so that they will be applicable under local conditions.

(2) Policies must be targeted for different localities and households. Overflowing measures will not work to meet diverse needs. This is like an embroidery worker applying different techniques and choosing threads of different colors for different designs.
