Career Officers System

Since the outcome document of the Third Plenary Session of the 18th CPC Central Committee was unveiled, a new military officer management system has gradually taken shape, spurred by a professionalization process.

Addressing a CMC conference on policy reform in November 2018, Xi Jinping outlined a career plan for military officers, calling for professionalization of the officer corps as a key to bolstering the military’s capabilities. Measures include the introduction of a military hierarchy based on ranks, the update of institutions on officer training, selection, service, compensation and benefits schemes, and the classification of military specialties. Also critical to an innovative military career development system is an integrated approach to managing officer training, evaluation, promotion, appointment and exchange programs.  

军官职业化制度

2013年11月,中国共产党十八届三中全会《决定》提出,以建立军官职业化制度为牵引,逐步形成科学规范的军队干部制度体系。2018年11月,习近平在中央军委政策制度改革工作会议上,对建立军官职业化制度作出具体部署,明确以专业化为核心,牢固确立战斗力这个唯一的根本的标准,强化打仗能力导向,以军衔主导的军官等级制度为重点,构建军官培养、选拔、服役、待遇等各项制度,构建军官岗位分类制度,调整军官服役制度,创新军官职业发展管理制度,统筹设计军官培训、考核、晋升、任用、交流等制度。
