Three Steps to Modernize China's National Defense and Military in the New Era

In his report to the 19th CPC National Congress, Xi Jinping outlined a three-step plan for China's military modernization. 

As the first step, the plan aims to achieve substantial progress by 2020 in improving the quality and efficiency of the military services and upgrading their combat capabilities - this in response to new global military technology trends and new national security needs - especially through the expanded use of mechanization and informationization solutions. 

The second step calls for basic modernization of China's national defense and military services by 2035 through modernizing military theory, organizational structure, service personnel, and weaponry. 

The final step will be the transformation of China's military into a world-class military by the mid-21st century. 

国防和军队现代化“三步走”战略安排

2017年10月18日,习近平在中国共产党第十九次全国代表大会的报告中提出:适应世界新军事革命发展趋势和国家安全需求,提高建设质量和效益,确保到2020年基本实现机械化,信息化建设取得重大进展,战略能力有大的提升。同国家现代化进程相一致,全面推进军事理论现代化、军队组织形态现代化、军事人员现代化、武器装备现代化,力争到2035年基本实现国防和军队现代化,到本世纪中叶把人民军队全面建成世界一流军队。
