Justice breeds trust, and honesty fosters credibility.

Justice breeds trust, and honesty fosters credibility. This is a maxim that was followed by many upright and honest officials in the Ming and the subsequent Qing dynasties. It remains an important guideline for the officials of today, reminding them to impose strict self-discipline and honestly and selflessly serve the public good.

Speaking at a central conference on judicial, procuratorial and public security work in January 2014, Xi Jinping said: To accomplish their noble mission entrusted by the Party and people, the judicial, procuratorial and public security organs must enforce the law strictly and administer justice impartially. Justice breeds trust, and honesty fosters credibility. The officers should uphold their professional conscience and enforce the law for the good of the people. They should act within the bounds of their professional code of conduct, never tolerate what the people detest, act quickly if the people so require, and strictly administer justice with awe-inspiring integrity.

公生明,廉生威

“公生明,廉生威”,出自《官箴》,意为处事公正才能明察是非,做人廉洁才能树立威望,是明清两代一些正直廉洁的官吏用以自戒的座右铭。时至今日,这一理念仍然是执政者应当遵循的重要标准:官员当以身作则,廉洁自律,克己奉公。

2014年1月,习近平在中央政法工作会议上引用“公生明,廉生威”,强调政法机关要完成党和人民赋予的光荣使命,必须严格执法、公正司法,要坚守职业良知、执法为民,教育引导广大干警自觉用职业道德约束自己,做到对群众深恶痛绝的事零容忍、对群众急需急盼的事零懈怠,树立惩恶扬善、执法如山的浩然正气。
