The Law on Population and Family Planning, the first of its kind in China,
takes effect.
11 The United Nations
adds the "East Turkistan Islamic Movement" to its list of individuals,
groups and entities associated with terrorism.
24 The Hong Kong Special
Administrative Region (HKSAR) Government announces proposals on legislation
based on Article 23 of the Basic Law of HKSAR. More than 90,000 opinion
letters are received during the following three-month consultation, with
more than 70 percent supporting legislative act or in favor of the proposals.
Article 23 of the Basic Law stipulates that the HKSAR shall enact laws
on its own to prohibit any act of treason, secession, sedition or theft
of state secrets.
28 The Chinese Academy
of Sciences announces the birth of the universally applied CPU Dragon
Chip. The debut of the high performance Dragon Chip, which can be put
into commercial use, is the first chip with proprietary intellectual property
right in China's information industry.
29-October 14 The 14th
Asian Games is held in Pusan, the Republic of Korea. China wins its sixth
successive victory in total medal count with 150 golds, 84 silvers and
74 bronzes.
