Death Penalty: Justified Sentence or Harsh Punishment?

On October 29, the Supreme People's Court was given authority to review and ratify all death sentences given by provincial courts. This will allow the Supreme Court final say in all matters relating to the death penalty. This law was passed after allegations of miscarriages of justice had been leveled at provincial courts handing down frequent death sentences. Is this measure enough to control executions in China?
