Inspection Teams Crack Down On Corruption



Gan Yisheng, Vice Secretary and Secretary-General of the CPC Central Commission for Discipline Inspection, recently revealed that the inspection teams sent to different regions have discovered and transferred to relevant departments for examination more than 900 cases involving corrupt cadres above the county level.

Blocking Promotion of Corrupt Officials

At all times, the inspection team carried out independent investigations free from any interference. On return, they reported to leaders of the CPC Central Commission for Discipline Inspection and the Organization Department of the CPC Central Committee exactly what they found during their inspections. A powerful supervisory system is being developed. Nevertheless, Gan said that to prevent the promotion of corrupt officials remains the top priority.

Gan said, "The inspection system has promoted the construction of the cadre team and leadership structure and urged the improvement of the rule of procedures which are underdeveloped, sometimes undemocratic and not enough to consolidate unification. Besides this, cases of asking for official posts, buying and selling official posts and the promotion of problematic officials, which have violated the Party's personnel disciplines and election rules have been uncovered. The inspection teams also make suggestions on the adjustment of positions if they find some cadres are unsuitable for their current posts. The team has also discovered devoted, pragmatic and honest cadres, providing important evidence for local Party committees to select and promote cadres.

May 30, the CPC Central Commission for Discipline Inspection promulgated a regulation, which explicitly points out that if an official volunteers to admit to his cases within 30 days after his case is discovered, the official can receive less severe punishment. According to statistics, a total of 1,790 Party members across the country offered to report their own cases within the deadline. Misappropriated funds involved in these cases amount to over 77.89 million yuan. As for discipline violation and similar issues, some cadres have begun to correct themselves on their own initiative, while others are under the supervision of relevant departments.

When it comes to the process of correction and reform, the CPC Central Commission for Discipline Inspection and the Ministry of Supervision will conduct investigations together with other relevant departments.

Directly Involve the People

"While pushing forward the inspection work, the CPC Central Commission for Discipline Inspection and the Ministry of Supervision have made continuous efforts to improve the supervisory system, and pay great attention to such supervisory form as self-examination, self-correction and supervision by the public," said Gan. "Since the online prosecution-reporting system was launched on the website of the Discipline Inspection Committee and the Ministry of Supervision, the public have shown great enthusiasm. In some areas, there are also ways of submitting prosecution reports by phone and text messages. By doing so, the public do not need to visit upper-level government to resolve their problems and the supervision channel is working more smoothly."

"The people's eyes are most discerning. No matter how senior the official is, or how much power he wields,  no cadre can continuously hide the truth from the people. Any corrupt behavior will always leave a trail. Ordinary officials and the masses can more easily discover problems than the senior officials who can't always keep an eye on corrupt officials," said Gan.

Some people may feel that their words will carry little weight because of their low social status, or fear retaliation, or that due to the red tape involved in reporting cases, even if evidence is found of corruption, the efforts on dealing with problems may not be effective, leaving many corrupt officials at large.

The inspection system, however, can solve these problems. According to the Party's supervisory regulations, members of the inspection team can attend relevant meetings by Party organizations in places they are carrying out inspections and are also allowed to consult relevant documents, materials, organize symposiums, talk to relevant people, know about and study crucial issues related to relevant cadres. As the inspections are not bound by time, inspection team members can thus manage to have direct contact with common officials and the masses, which makes it easier for corrupt officials who deceive senior officials and oppress subordinates to be discovered.

To Step Up the Efforts

Up to now, the inspection team composed of CPC Central Commission for Discipline Inspection and Organization Department of the CPC Central Committee has finished the first round of inspection in the country's 31 provinces, municipalities, autonomous regions and Xinjiang Production and Construction Corps of CPLA, and finished the second round of 15 provinces, municipalities and autonomous regions and Xinjiang Production and Construction Corps of CPLA. It has also finished the inspections in nine banks under the Central Government, four state-owned asset management companies, four state-owned insurance companies, two state-owned securities companies and five state-owned backbone enterprises. The inspection team in the country's provinces, autonomous regions and municipalities have finished the first round of inspections of prefectures, regions, and leagues under their jurisdiction. The team has also completed a touring inspection of 293 provincial departments, 1,218 counties (cities, prefectures and flags), and 59 state-owned enterprises and 26 colleges.

Evidence in the corruption cases of Chen Liangyu, Hou Wujie, Xu Guojian, Li Baojin, Du Shicheng and He Minxu were found during the inspections conducted by the CPC Central Commission for Discipline Inspection and the Organization Department of the CPC Central Committee.

Gan said that the touring inspection is now at the exploration stage, and the work will be pushed forward in four aspects: To strengthen the system construction, to expand inspections to more areas, to promote the construction of the inspection team and the team's overall quality, and to set up and improve the official selecting and appointment mechanism.
