FIFA has rejected a proposal from the Chinese Football Association to add an extra match to decide who enters the last eight in the World Cup 2006 qualifiers Asian zone.
The watchdog says the rule is part of FIFA's constitution, and every country should obey it.
Under the rule, goal difference will decide the group winner if more than one team at the top are level on points.
The CFA raised the question in the wake of a warning from Asian Football Confederation General-secretary Peter Velappan of match fixing.
China dropped from group leader to second place after a loss to Kuwait two weeks ago with two goal's difference.
In their last group qualifier, China will take on compatriots from Hong Kong while Kuwait faces pointless Malaysia on November 17th.
