HK to implement new clinical waste control scheme

The HKSAR government Friday gazetted two regulations over clinical waste, which would pave the way for the implementation of a new clinical waste control scheme.

The two rules are the Clinical Waste Disposal General Regulation and the Charge for Clinical Waste Disposal Regulation, and the Waste Disposal (Amendment) Ordinance Notice 2010.

The city's Environmental Protection Department said it will implement the Clinical Waste Control Scheme to ensure clinical refuse is handled and disposed of in an environmentally sound and safe manner.

Under the scheme, clinical waste producers such as hospitals and clinics will have to employ licensed collectors to take the refuse for treatment and disposal at the Chemical Waste Treatment Center.

Details of the scheme's regulatory requirements and the charge for disposal of clinical waste are set out in the two regulations. Two codes of practice were also issued in the day to provide guidance to clinical waste producers and collectors on the handling and management of the refuse.

Subject to the city's Legislative Council approval, the licensing provisions in the general regulation will be effective on Nov. 19, allowing waste collectors and disposal facility operators to obtain licenses before the control scheme starts early next year.
