Senior Leaders Join in NPC Panel Discussions

Members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee Huang Ju, Li Changchun and Luo Gan Wednesday joined deputies to the first meeting of the 10th National People's Congress (NPC) from Hebei, Hainan and Shaanxi provinces in their panel discussions.

Deputies from Hebei Province took the floor one after another, and Huang Ju listened to their views carefully and joined them in the discussions. He said Hebei Province has carried out the spirit of the 16th CPC National Congress in real earnest and made steady efforts to seize the strategic opportunities for the first 20 years in the new century, the development momentum in the province is quite sound.

He called on the NPC deputies present to further implement the important thought of "three represents", place development top on the agenda and strive to push forward the reform and opening to the outside world, and scientific and technological advancement.

Li Changchun told deputies from the Hainan Island Province that under the leadership of the CPC Hainan Provincial Committee and the provincial government, people in Hainan have made encouraging achievements. The development strategy defined by the CPC Hainan provincial committee is compliance with the specific concrete conditions of Hainan.

The key for future development, he noted, is to create a good atmosphere and focus on construction. Advantageously located, Hainan boasts an outstanding natural environment with plentiful marine resources, substantial efforts should be made to go on pursuing sustainable development strategy, protect and rationally develop all kinds of resources, so as to promote a coordinated growth of both local economy and population, resources and environment.

During a panel discussions with NPC deputies from Shaanxi Province, Luo Gan said that, to check on crimes, efforts have to be made in adopting prompt measures for preventing and controlling juvenile delinquencies and increasing their sense of law through ideological, ethical and legal education; attention should be paid to beef up the supervision of floating population so as to prevent and check criminal activities; utmost efforts should be taken to educate ex-convicts so as to prevent them from re-committing crimes as far as possible; and efforts should also be made to step up the regulation of drug addicts.

All kinds of criminal activities involving drugs should be cracked down upon and drug addict rehabilitation work be reinforced, so as to reduce drug-related crimes to the maximum.
