CPC Calls on All Chinese to Work Hard over Next Five Years

The Communist Party of China (CPC) has called on all Chinese to unite and strive to build a prosperous China in its proposal for the making of the 2006-2010 national Guidelines for economic and social development.

For this purpose, efforts should be made to strengthen and improve the Party's leadership, promote socialist democratic and political system and push forward socialist spiritual civilization, says the proposal, which was released here Tuesday.

National defense and army building should strengthened and developed in coordination with economic growth, and the relations between the military and the government and the people should be enhanced and improved.

To maintain long-term prosperity and stability in Hong Kong and Macao, "we must strengthen exchanges and cooperation with Hong Kong and Macao in the field of economy and trade, science and education, culture, health and sports," says the proposal.

The mainland will support Hong Kong's endeavor to maintain its status as a world financial, trade and shipping center, while supporting Macao to develop tourism and other service industries.

"We will promote the development of relations across the Taiwan Straits and pursue the reunification of the motherland." To this goal, the mainland will stick to the one-China principle, adhere to the policy of placing hope on the people in Taiwan and opposing "Taiwan independence," implement the Anti-Secession Law, and promote the resumption of dialogue and talks on the basis of the one-China principle.

The mainland will also strengthen dialogue and exchanges with political parties in Taiwan that oppose "Taiwan independence" and seek to develop cross-Straits relations.

To maintain peace and stability across the Straits, the proposal also calls for expanding people-to-people exchanges and promote the overall, direct and two-way shipping, flight, mail and communication links across the Straits.

China will stick to its independent foreign policy of peace, keep to the road of peaceful development, strengthen relations with foreign countries, and promote international cooperation.

The proposal calls on all Party members to play a vanguard and exemplary role in the national efforts to build a relatively affluent society in an all-round way.
