Ji Bingxuan, Han ethnic group, a native from Mengjin County of Henan Province,

was born in 1951, graduated from Zhengzhou University, and joined the CPC in April

1980.

1982-1984: Secretary of the CPC Chaoyang Township Committee of Mengjin County of Henan.

1984-1987: Deputy Secretary of the CPC Yanshi County Committee of Henan and Yanshi County head

1987-1990: Deputy Secretary and Secretary of the Henan Provincial Committee of the Communist Youth League of China

1990-1991: Deputy Secretary-General of the CPC Henan Provincial Committee and Director of the Henan Policy Study Office

1991-1993: Secretary of the CPC Xinxiang Municipal Committee of Henan

1993-1995: Secretary of the Central Secretariat of the Communist Youth League of China

1995-1998: Member of the Standing Committee of the CPC Jilin Provincial Committee, Director of the Jilin Publicity Department, and Vice President of the Party School of CPC Jilin Provincial Committee

1998-2001: Deputy Director of the State Administration of Radio, Film and Television

2001-2008: Vice Director of the Publicity Department, CPC Central Committee

2008: Secretary of the CPC Heilongjiang Provincial Committee and Chairman of the Standing Committee of the Heilongjiang Provincial People’s Congress

He was an alternate member of the 16th CPC Central Committee and a member of the 17th CPC Central Committee.
