Chinese Vice President Zeng Qinghong urged local officials and people to build socialist new rural area during his visit to Nanning, capital of South China's Guangxi Zhuang Autonomous Region, from Monday to Wednesday.

Zeng came to Guangxi to attend the on-going Second China-ASEAN Exposition.

Zeng, also a member of the Standing Committee of the Political Bureau of the Communist Party of China ( CPC) Central Committee, visited Shangjiang Village, Xinqiao Town, Binyang County of Guangxi on Monday, which suffered a serious flood hit last July. Zeng and Vice Premier Hui Liangyu had been there and a nearby village to express sympathy and solicitude for the local people on behalf of the CPC Central committee and the State Council.

Only one year after the disaster, the Shuangjiang village has put on a new look with residential houses rebuilt and flood-control infrastructures constructed.

Zeng said he felt quite happy and relieved to see that the local villagers could stand up from the disaster and rebuild their home.

Building socialist new rural area is a major point in the Eleventh Five-year Program, said Zeng.

The Fifth Session of the 16th CPC Central Committee which closed last Tuesday adopted the CPC Central Committee's Proposal on the Eleventh Five-year Program on National Economy and Social Development.

According to the document, a socialist new rural area means production growth, well-being life, civilized ethics, clean village and democratic management.

Those goals are from practices and could give guidance to practices. It complies with the goal of building a well-off society in an all-round way in China's rural area and a socialist harmonious society, said Zeng.

He suggested the Shuangjiang village to design its development referring to those goals and warned to avoid formalism.

Zeng attended the exhibition for the achievements being made by the autonomous region from 2000 to 2005.

He praised those achievements and encouraged the ethical autonomous region to make new progress under the guidance of the concept of scientific development by grasping the historic opportunity of developing the western region.
