One person company thrives in Hefei high-tech zone

As an emerging entrepreneurial model, "one person company (OPC)" has demonstrated unprecedented growth potential in recent years, driven by the deepening integration of scientific and technological innovation with industrial innovation.
To provide a broader space for OPC and other kinds of private enterprises, the Hefei National High-tech Industry Development Zone in Anhui province is ramping up its efforts to introduce supportive polices and foster a favorable business environment.
The development of OPC relies on three foundational pillars: technological breakthrough, specialized personnel, and robust business ecosystem — key advantages that the Hefei high-tech zone is actively harnessing to drive entrepreneurial growth.
A complete artificial intelligence (AI) industrial chain has taken shape in the zone, covering core technology research and development, large models, foundational platforms, the Internet of Things, big data, and intelligent hardware.
The zone hosts a number of high-end innovation platforms such as the High-tech Campus of the University of Science and Technology of China and the Institute of Artificial Intelligence of the Hefei Comprehensive National Science Center.
At present, a thriving innovation and entrepreneurship ecosystem has been established, where innovation drives industrial chains, and industrial chains aggregate enterprise clusters, enabling coordinated development among large, medium, small, and micro enterprises.
Hefei high-tech zone has launched a series of new initiatives to seize the opportunity presented by OPC development. For instance, it has established a 2,000-square-meter OPC startup community, with the first phase already completed. Equipped with diverse functional areas including product exhibition halls, shared meeting rooms, and roadshow space, the community offers one-stop services spanning government affairs, scientific and technological innovation, and financial support.
Complementary facilities such as talent apartments, sports venues, and ready-to-move-in workstations are being improved in parallel to accelerate the construction of a "10-minute office-living circle," fostering a seamless work-life ecosystem for innovators.
In addition, a 1,000-square-meter OPC co-working community, sponsored by Hefei High-Tech Investment Promotion Group Co. Ltd., has been completed. It features 89 individual workstations and nine offices, and includes multi-functional areas such as an AI shared exhibition hall, a roadshow space, and fitness facilities.
Through an "AI empowerment + full-chain incubation" model, the community provides computing power support and investment matchmaking services. It has already attracted 13 startup projects with intent to move in, focusing on strategic emerging industries like intelligent manufacturing and AI.
By the end of 2025, the zone had gathered more than 1,500 enterprises spanning the entire AI industrial chain, demonstrating a remarkable cluster effect. Going forward, the zone will provide targeted support for OPC development, allowing various innovative forces to take root and thrive.
