Hefei high-tech zone builds global hub for AI OPC startups

The Hefei National High-tech Industry Development Zone in Anhui province is making every effort to build an AI OPC (one-person company) entrepreneurship ecosystem demonstration zone, inviting global AI entrepreneurs to take advantage of its supportive polices, favorable business environment, and full-chain services.
On March 10, the Hefei high-tech zone hosted an OPC Entrepreneurship Sharing Salon, aiming to build a communication bridge between the local government and AI-focused OPC entrepreneurs.
As an emerging entrepreneurial model, OPC has unleashed unprecedented growth potential in recent years. Empowered by a diverse array of AI tools, solo entrepreneurs can independently complete the full cycle of product design, research and development, and commercial application, forging a highly efficient entrepreneurial loop that redefines the boundaries of individual innovation.
The Hefei high-tech zone has launched a series of new initiatives to seize the opportunity presented by OPC development. For instance, it has established a 2,000-square-meter OPC startup community. Equipped with diverse functional areas including product exhibition halls, meeting rooms, and roadshow space, the community offers one-stop services spanning government affairs, scientific and technological innovation, and financial support.
It also offers free workstation usage, charging a monthly fee of only 100 yuan ($14.51). This benefit, available for a period ranging from six months to one year, is designed to significantly reduce start-up costs for individual entrepreneurs.
In addition, a 1,000-square-meter OPC co-working community, sponsored by Hefei High-Tech Investment Promotion Group Co. Ltd., is expected to open in April. It features 89 individual workstations and nine offices, and includes multi-functional areas such as an AI shared exhibition hall, a roadshow space, and fitness facilities.
Recently, the Hefei high-tech zone launched three types of vouchers to strengthen core resource support for AI entrepreneurs, covering computing power, language data, and AI model services. Open-source AI projects such as OpenClaw are eligible to apply for up to 10 million yuan in computing power vouchers, 1 million yuan in language data vouchers, and 2 million yuan in AI model vouchers, precisely addressing the essential needs of AI startups.
By the end of 2027, the zone is set to build 10 OPC benchmark communities, each covering an area of over 10,000 square meters. These communities are designed to cluster over 100 high-potential AI enterprises and assemble a cohort of more than 1,000 top-tier AI professionals, fostering a vibrant ecosystem for AI innovation.
