China tightens control over ICH approval

The government is tightening its control over intangible cultural heritage (ICH) classifications and considering setting up a declassification mechanism, a cultural official told Xinhua Tuesday.	新华社消息，文化部官员日前透露，中国正严格控制国家级非物质文化遗产（以下简称“非遗”）名录数量，并考虑建设国家级非遗名录退出机制。
China received nearly 3,000 applications for its third list of state-level ICH, said Ma Desheng, deputy director of the ICH department at the Ministry of Culture. "Only 190 applications will be approved, as we will strictly grant ICH to items that are truly representative of great cultural value," Ma said.	文化部非遗司副司长马盛德说：“第三批名录全国申报的数量大概有3000项，但是通过的正式项目只有190余项，目的是真正把具有民族文化价值的项目提高到国家级层面上来。”
Chinese National Academy of Arts researcher Tian Qing proposed that a withdrawal mechanism for the ICH list should be put in place to discourage negligent preservation and protection of the heritage.	中国艺术研究院音乐研究所所长田青提议，应建立国家级非遗名录的退出机制，以改变重申报轻保护的状况。
Ma confirmed that the government is mulling the proposal over.	马盛德回应说政府层面正在酝酿此项提议。
China's first law governing the protection of ICH went into effect yeaterday. ICH includes traditional oral literature, performing arts, crafts, medicine and folk customs. (China.org.cn June 2, 2011)	昨日，我国首部《非物质文化遗产法》正式实施，非物质文化遗产包括传统口头文学、表演艺术、手工艺、医药、民俗等。
