Private credit market in Wenzhou, Zhejiang Province has been developing out of control, Qilu Evening News reported. 据《齐鲁晚报》报道,浙江温州地区民间借贷市场的发展已经开始失控。 
The banks are strictly controlling the issuing of new loans following the country's tightening policies; on the private market, the interest rate for one-year lending has surged to a stunning 60 percent. 由于国家紧缩政策的影响,银行纷纷收紧了新增贷款的发放量;但在民间市场,一年期的贷款利率已飙升至惊人的60%。
In Wenzhou, the gross profit margin for small industries is usually 3 to 5 percent, and the locals are all scrambling for the high risk underground usury chains. 温州地区的中小企业毛利润率一般是3-5%,而高利贷市场的高风险率也让当地人趋之若鹜。
A Central Bank report on the private lending market in Wenzhou found that 89 percent of individuals and 59 percent of businesses in the city were involved in the unauthorized credit market. 中国人民银行发布的《温州民间借贷市场报告》显示,温州大约89%的个人和59%的企业参与了民间借贷。
The inability to pay off the excessively high interests has driven a number of creditors into bankruptcy and debtors into skipping payments - or skipping town altogether. 无法偿还超高的利息已经导致很多借款人破产,债主无法偿还本利,均纷纷逃离和消失。
Meanwhile, the small businesses' difficulty in finding new loans has made the usury market the only way to keep their companies alive. However, once inside the murky water, there is hardly any turning back. 但目前中小企业融资困难,求助高利贷也成为唯一的存活方式。只不过一旦走上这条路,很多企业就再难以翻身。

A debt crisis appears to be on the horizon for the coastal city.
