Local governments have stripped 40 million farmers in China of their land and sold it to real estate developers, a senior government economics researcher said, the Beijing News reported. 据《新京报》报道,经济学专家称,中国失地农民约4000万,地方政府攫取他们的土地后,将其卖给房地产开发商。
Song Xiaowu, director of the Income Distribution and Poverty Research Center at Beijing Normal University and president of the China Society of Economic Reform, said the government has appropriated large plots of land collectively owned by farmers and sold usage rights to real estate developers, with farmers receiving only a small percentage of the leasing revenue. 北京师范大学收入分配研究院院长、中国经济体制改革研究会会长宋晓梧称,政府把原归农民的集体土地转为国有土地并将使用权有偿出售给房地产开发商,而在政府的土地出让金中,农民的收益甚微。
In 2010, 19.3 mu (1.29 hectares) of land was taken from the farmers in Bailian Village, Hunan Province, and sold to local property developers, Song said, citing a public report. The real estate developers earned 8.5 million yuan on the project, while the government raked in 6.2 million yuan in revenue, but the farmers only got 470,000 yuan. 宋晓梧援引公开的报道说,2010年,湖南省白莲村农民的19.3亩地被收购后,开发商获得收益850万,政府获得收益620万,而农民只获得47万。

Proportionally, developers pocketed 56 percent of the cash, while the government got 41 percent and the farmers only 3 percent. The gains of the developers and government were 18 times and 13 times that of the farmers.

从比例上讲,开发商收益占56%,政府占41%,而农民收益只占3%,开发商、政府收益分别是农民收益的18倍和13倍。
