Shanghai residents queue in front of the U.S. Consulate to obtain a visa in 1988. Private visits to overseas countries increased dramatically as China allowed its citizens to freely cross the nation's borders in 1985. The number of visitors going on overseas trips soared from 6,550 in 1985, to 64,066 in 1988.
