In 1944, American dam expert John Lucian Savage was invited to do field research at the Three Gorges and drafted a preliminary report on the water control project. The government of the Republic of China, which was in power then, signed an agreement with its U.S. counterparts to jointly design the dam project. However, in May 1947, the Chinese government ordered for the project to be abandoned because of runaway inflation and an economic crisis. |
