Chen Sihai, deputy mayor of the city of Yueyang, Hunan Province, was spotted being taken away by several officials from the provincial Commission of Discipline Inspection at the East Wuguang Yueyang Railway Station on Jan. 28, 2014. Chen is suspected of abusing power and taking bribes.
