Editor's note: The Third People's Court of Fengjie County in Chongqing, located on the south bank of the Yangtze River, has jurisdiction over remote and inaccessible mountainous areas. Five court judges work on a circuit, providing judicial services for 108,000 people in five counties, from 200 meters to 1,900 meters above sea level.
