Editor's note: The sluice gate of the Hengpaitou Reservoir, located in Lu'an, Anhui Province, was opened to discharge floodwater on the evening of July 3 with five other of the city's reservoirs. The area has been hit with heavy rainfall since late June causing the water level of the reservoir to rise to 54.3 meters with a water flow of 2,150 cubic meters per second, far surpassing the safe limit. Opening the sluices to discharge floodwater is the local government's emergency plans to ensure the safety of people and property. According to a statement issued by the State Flood Control and Drought Relief Headquarters, the floods have affected 6.87 million people and destroyed 10,000 homes in central and eastern areas of the country.
