China Does Not Seek False Reputation

Shortly before the seventh round of China-Russia strategic security consultations in Moscow in August, State Councilor Dai Bingguo gave a written interview to Rossiyskaya Gazeta newspaper. Asked whether China is prepared to become the world's economic leader, Dai replied that economic development is and will continue to be at the top of China's agenda. China is not seeking a false reputation as "world economic leader," he said.

"In the face of our accomplishments, our minds remain clear," Dai said. "China is still a developing country with a large population and a weak economic foundation. China's GDP is increasing, but the quality still needs to be upgraded."

China's per-capita GDP is only $5,414, just one third of Russia's, and is ranked 89th in the world. China's population living below the poverty line stands at 128 million, almost as large as Russia's entire population. China's development faces glaring problems, such as inequality as well as lack of coordination and sustainability. China still has a long way to go if it wants to become a developed country, Dai said.

"Our first priority, now and for a long time to come, is still to concentrate on construction and focus single-mindedly on development. We must not only make a bigger cake, but also make it well and divide it well. We must build the nation's overall strength while making the fruits of development benefit all Chinese people," he said.

"We will not swerve from the path of peaceful development, and will not waver in implementing open strategies that are mutually beneficial and produce wins for all," Dai added.
