Belgium secured the Group B winner after beating Finland 2-0 at the Euro 2020 on Thursday.
Finland had to see Denmark, who defeated Russia 4-1 in Copenhagen, take the second place of the group and enter the last 16 round with better goal difference.
Finland, the major event's debutants, ranked third in the group.
Playing Finland, Belgium set a 3-4-3 formation, aiming to snatch their third win in a row. The championship contender dominated the match since the beginning, but only managed to take the first shot attempt in the 23rd minute when facing their rivals' solid defense.
In the 31st minute, former Chinese Super League player Axel Witsel almost brought Belgium a lead, but his long shot went wide.
Before the half time break, Jeremy Doku of Belgium forced Finland goalkeeper Lukas Hradecky into a good save.
Although Belgium dominated ball possession and had further first-half chances, Finland held on without allowing a goal.
Romelu Lukaku's goal in the 65th minute was cancelled by the VAR system.
Nine minutes later, although Thomas Vermaelen's header found the cross-bar, the ball was bounced on Hradecky and went over the line.
Inter Milan striker Lukaku scored the European Red Devils' second goal in the 81st minute, after collecting De Bruyne's low pass in the center of the area.
