Tourists select products at a duty free shop (DFS) in Sanya, south China's tourist island province of Hainan Province, April 23, 2014. Offshore duty-free shopping in Hainan's two DFS stores in Sanya and Haikou hit about 8.39 billion yuan (1.34 billion U.S. dollars) in the past three years. The State Council, China's cabinet, gave Hainan permission to run a duty-free program on a trial basis in April 2011 to promote the province as an international tourist destination.
