South Korea's main opposition leader, Kim Han-Gil, has offered to visit the DPRK as a special envoy.

Kim Han-Gil was elected the Democratic Party's new leader earlier this month. He wants to break the current limbo at the joint Kaesong industrial park and build a bridge of trust.

Kim says bilateral relations may take a leap forward if President Park Geun-hye pursues a different policy approach to its neighbor from her predecessor Lee Myung-bak.

South Korea has proposed a working meeting to reopen the Kaesong industrial zone, which has been refused by Pyongyang. The DPRK wants Seoul to stop its "provocations" in order to resolve the issue. The South Korean Unification Ministry has expressed the disappointment at the decision.

Its spokesperson Kim Hyung-suk says the priority is to ease the burden on South Korean enterprises in Kaesong and send out their remaining goods.
