China's top economic panning body says it has started formulating the country's 13th Five-Year Plan, for the period between 2016 and 2020. The focus will be on deepening reforms.

The five-year plan maps strategies for the country's economic and social development. It determines the allocation of resources among different sectors and industries, and sets rules for redistribution. Twelve five-year plans have been launched since 1953.

The latest five-year plan is focusing on the quality of economic growth rather than the quantity of GDP. It stressed the need to boost domestic consumption, improve people's livelihood, while promoting clean energy.
