The key meeting of the 18th Central Committee of the Communist Party of China has just concluded in Beijing.

It set the goal of building a "socialist legal system with Chinese characteristics". The communique says that in order to achieve the rule of law, the country must be ruled through its constitution. China, it states, has to strengthen its implementation and supervision of the constitution.

The communique adds that China needs to build a well-rounded legal system, a system capable of enforcing laws, a strict legal supervision system, a system with strong legal guarantees and improved party rules. It also sets six tasks to strengthen the rule of law. They include the CPC playing the leadership in the legal system.

To ensure judicial justice and a legal society, a Circuit Court will be set up by the Supreme People's Court. The country will also set up a record and punishment system for officials guilty of obstructing justice. In order to "professionalize" its court system, China will also recruit more judicial officers from lawyers and law experts.
