China's 'Negative list' to go nationwide in 2018

China's State Council has issued a guideline on the country's negative list regulation. It says that the State Council will file all the industries, areas and businesses on the negative list, and local government would regulate according to the list.

There will be industries that are prohibited from the market as well as those having limited access. No market parties should enter the prohibited sectors while, for limited areas, market parties should apply for the approval from the administration departments first. During the period December 2015 to the end of 2017, China will have pilot projects in some regions, and adopt the negative approach nationwide in 2018.
