China's top decision makers are trying to make the work of innovation easier. Premier Li Keqiang chaired a state council meeting on Wednesday, where he said the government will provide incubating platforms for the country's innovators to start their businesses with lower cost and higher efficiency.

Li said the government will encourage turning idle warehouses and factories into high-tech office spaces, and will provide electricity, water and internet subsidies as well as tax incentives for those who set up camps there. The government will also encourage angel investors and venture capitals to invest in these companies. Sectors that are aimed to promote include electronics, high-end equipment and modern farming. China is promoting the strategy of mass innovation, which experts say will help create jobs and curb over capacities in old industries.
