Japanese Prime Minister, Naoto Kan, has outlined his major policies in a speech to both houses of parliament on Monday. As for China, he stressed the importance in developing Japan-China long term strategic bilateral relationships.

It's not the first time that the Japan's Prime Minister has stressed the importance of China in dealing with world affairs.

Earlier last week, the Prime Minister delivered a New Year's foreign policy speech in Tokyo, pointing out Japan's stance on major diplomatic issues.

He expressed concern over China's military build-up while playing an increasingly important role in the world.

He said, "While a rising China is beginning to play an important role in the region and the world, I have to express my concern at its expanding military power."

However, Kan stressed confidence that Japan and China can strengthen relations by developing common interests and benefits.

China-Japan relations went up and down over last year, especially over Diaoyu island which China claim is part of its territory.

Bilateral ties deteriorated in early September after Japan seized a Chinese fishing boat and its crews in waters around the island.

This has frozen ties, and stalled high-level exchanges for months.
