Hu meets Mozambican president

Chinese President Hu Jintao said Wednesday that Mozambican President Armando Emilio Guebuza's current state visit will enhance mutual understanding between the two nations and create a bright future for the development of bilateral ties.

Hu made the remarks after holding a meeting with Guebuza at Beijing's Great Hall of the People Wednesday morning. Guebuza arrived in Beijing on Tuesday for his first state visit to China.

During his talks with Guebuza, President Hu said China is deeply concerned about the recent large-scale famine caused by severe droughts in the Horn of Africa region, saying China will provide the devastated countries with emergency aid.

According to the Foreign Ministry, China has decided to offer 90 million yuan (14 million U.S. dollars) in the form of emergency grain aid to the famine-afflicted countries.

Hu said that as a friend of Africa, China places importance on the continent's concerns and interests. He said China supports economic and social development in Africa, as well as its efforts to safeguard its own legitimate rights in the international arena. China supports the efforts by African countries to peacefully resolve domestic issues through dialogue and consultation.

"China is ready to work with African countries to improve the operation of the China-Africa Forum and deepen the strategic partnership between China and Africa," Hu said.

Guebuza said China and Africa share a deep-rooted and time-honored friendship. Over the years, China has provided a great deal of assistance for the economic and social development of Africa and played an active role in safeguarding Africa's rights and interests in the international arena. Mozambique highly appreciates what China has done for Africa and is ready to work with China to strengthen the strategic partnership between Africa and China.

During their talks, Hu put forward a four-point proposal for deepening bilateral relations.

Firstly, Hu said, the two countries should carry out close exchanges in order to enhance political trust. The governments and relevant departments of the two countries should jointly implement agreements regarding cooperation between the two sides. The legislatures and ruling political parties of the two countries should strengthen communication in various forms and through various channels in order to exchange their experience in governing their respective countries, Hu said.

Second, the two sides should advance pragmatic cooperation by expanding areas of cooperation, the Chinese president said. China is ready to work with Mozambique to carry out existing cooperative projects in order to ensure that the projects will be completed with a high standard of safety, quality and efficiency. The two countries should advance new cooperative projects at a steady pace and in a gradual manner.

Hu said China is ready to help with Mozambique's national development by encouraging Chinese companies to invest in the country. China is ready to expand cooperation with Mozambique in the areas of infrastructure, agriculture and manufacturing in order to make greater contributions to the development of the East African country.

Third, Hu said, the two countries should expand cultural and people-to-people exchanges in order to increase popular support for the development of bilateral ties. China places importance on cooperation with Mozambique in the areas of human resources, television and radio, local government administration and people-to-people contacts. He called for peoples of both nations to strengthen exchanges, especially between younger generations.

Fourth, the two countries should step up cooperation in the international arena in order to safeguard their common interests, Hu said. The two sides should use the international institutions and multilateral mechanisms of the United Nations, the World Trade Organization and the China-Africa Forum by strengthening cooperation on regional and international issues and joining hands to safeguard the interests of both countries, as well as other developing countries.

Guebuza fully agreed with Hu's opinions on further advancing bilateral ties. He said Mozambique regards China as an important partner in its process of development and modernization.

Guebuza said Mozambique is ready to enhance mutual trust and bilateral contact with China. He expressed willingness to expand pragmatic cooperation with China in the areas of trade, economy, agriculture, science, technology, environmental protection, infrastructure, public health, educational training and human resources development.

Guebuza said Mozambique is ready to reinforce the foundation of bilateral cooperation, expand cooperative channels, enhance friendship between the peoples of both countries and continue to advance cooperative relations.

The two presidents attended a signing ceremony for a number of cooperative agreements made between the two countries after their talks concluded.

During their meeting, Hu warmly welcomed Guebuza to China, stating that he was glad to see the Mozambican president again.

President Hu and President Guebuza previously met in August 2008, when Guebuza came to China for the opening ceremony of the Beijing Olympic Games. Guebuza also visited China in 2006 while attending the Beijing Summit of the China-Africa Forum.

President Hu paid a state visit to Mozambique in 2007. Hu also met with Guebuza on the sidelines of a UN summit in New York in 2005.

Hu expressed appreciation for Guebuza's long-term efforts to enhance China-Mozambique relations and his contributions in advancing bilateral ties.

China and Mozambique have maintained sound momentum in expanding bilateral ties since establishing official relations 36 years ago, Hu said. Over the years, the two sides have maintained frequent high-level exchanges and cooperated in the areas of politics, trade, economics and public health.

Guebuza said Mozambique and China have enjoyed a very friendly relationship. He noted that China has given great support and assistance to the Mozambican people in their struggle to achieve national independence. He added that President Hu's visit to Mozambique in 2007 injected fresh vigor into bilateral relations.

Guebuza reiterated that the Mozambican government will as always adhere to the one-China policy.

Guebuza is scheduled to meet Chinese Premier Wen Jiabao and top legislator Wu Bangguo later Wednesday during his stay in Beijing.

Guebuza will visit China's southern city of Shenzhen to attend the opening ceremony of the 26th Summer Universiade on Friday. He will also visit central China's Henan Province.
