Dozens of Chinese students were detained in St. Petersburg, Russia on Friday for illegally organizing tourist groups, Sina reports.

Tipped off by travel agents, Russia's Federal Migration Service in St. Petersburg sued the students for organizing tourist groups without a license. The students could face fines, deportation and jails if found guilty.

One of the people being detained, a student from a university in St. Petersburg, says Chinese tourists greatly contribute to the local economy, with about 500,000 people visiting St. Petersburg each year.

Data shows that there are less than 200 tour guides that are fluent in Chinese in St. Petersburg. Chinese students often work part-time as tour guides to serve travelers from home.
