MOSCOW -- Russian President Vladimir Putin and German Chancellor Angela Merkel discussed in phone talks on Monday the recent Kerch Strait incident, issues related to Intermediate-Range Nuclear Forces (INF) Treaty and developments in Syria, said the Kremlin press service.

"The leaders continued the discussion of the Kerch Strait situation. They expressed mutual interest in preventing the escalation of tensions in the Azov-Black Sea area and in resolving problems caused by provocative actions by the Ukrainian authorities," the press service said in a statement. NEW DELHI -- India's main opposition party, the Indian National Congress (INC), seems to have made an impressive comeback if the election results' trends in five states are any indication.

KABUL -- At least four national intelligence agency officers and an assailant were killed and six people wounded after a suicide car bomb blast struck a military convoy in western Kabul on Tuesday, an Interior Ministry official said.

"A suicide car bombing targeted a National Directorate of Security (NDS) running convoy roughly at 9:20 a.m. local time in Bala Chinar area of Paghman district. The blast claimed the lives of four NDS officers and the attacker," the official who declined to be named told Xinhua. (Afghanistan-Car Bomb)

LOS ANGELES -- Around 30 people were arrested by U.S. Border Patrol agents on Monday during a demonstration in San Diego near the southern border with Mexico.
