EU urges BiH to form government without further delay

SARAJEVO, Jan. 17 (Xinhua) -- The European Union (EU) Delegation to Bosnia and Herzegovina (BiH) on Thursday urged the country's political parties to establish a government "without further delay".

Three months have passed after BiH held its general elections on Oct. 7 of 2018, electing, among others, the Federation of BiH (FBiH) Parliament and assemblies of ten cantons in FBiH, one of the entities.

"The efforts of political parties should focus on the establishment of new authorities, starting with the election of delegates to the new Federation House of Peoples by the cantonal assemblies," read a statement from the official website of EU Delegation to BiH.

Different political views of parties that represent three major ethnic groups in the country -- Bosniaks, Croats and Serbs -- brought the deadlock in government formation, after which the EU Delegation to BiH reacted.

"We, therefore, urge the cantonal assemblies which have not done so to fulfill their constitutional obligations and elect their delegates without further delay."

EU Delegation to BiH highlights that the former convocation of the House of Peoples does not possess the legitimacy when it comes to bringing important decisions, such as budget adoption.

"Beside the legal questions concerning such decisions, the adoption of the budget by the old House of Peoples would also set a dangerous precedent," EU Delegation to BiH states.

The EU Delegation to BiH warns that if the former convocation would adopt the budget, this precedent could be abused to further delay the formation of authorities in BiH, which is unacceptable.

In one of the most complex electoral systems in the world, BiH voters elected tripartite members of the presidency, which represents the three major ethnic groups of Bosniaks, Serbs and Croats.

They also chose a president and two vice presidents of Republika Srpska (RS), one of BiH's entities, and its Assembly members. Voters also chose members of the BiH Parliamentary Assembly, Federation of BiH (FBiH) Parliament, and assemblies of ten cantons in FBiH. Enditem
