LUSAKA, April 21 (Xinhua) -- The following are news highlights in Zambia's major media outlets on Sunday.

-- Zambian President Edgar Lungu has assured people of a law to provide for the protection of rights of people with mental disabilities.

Minister of Health Chitalu Chilufya said the enactment of the Mental Health Act would give effect to certain provisions of the United Nations Convention on the Right of Persons with Disabilities and Principles of the protection of persons with mental illness. (Times of Zambia)

-- A traditional ruler in central Zambia's Mkushi district has warned that he will punish any parents in his chiefdom who fail to send their children to school. (Zambia Daily Mail)

-- Zambian Vice-President Inonge Wina says the drought situation which has affected some parts of the country in the 2018/2019 season provides an opportunity to rethink the country's agricultural approaches.
