NAIROBI, May 23 (Xinhua) -- The following are news highlights in Kenya's major media outlets on Thursday.

-- Cartels and brokers are conniving with rogue officials in lands registries to falsify archived records, process title deeds and rob thousands of Kenyans of their land.

An investigation by the Nation found that the fraudsters then use the acquired title deeds to sell the land to unsuspecting investors. (Daily Nation)

-- The corruption being witnessed in the country is a result of poor budget-making process that has seen looted billions being disguised as genuine allocations, the Auditor General has said.

Speaking yesterday during the launch of a report dubbed "State Capture, Inside Kenya's Inability to Fight Corruption," by the Africa Center for Open Governance, Auditor General Edward Ouko said the budget-making process has been completely abused. (Standard)
