UNITED NATIONS, Sept. 16 (Xinhua) -- Russia's UN envoy said Monday that the latest ceasefire for Syria's Idlib has been breached by Jihadist rebels.

Vassily Nebenzia, Russian Permanent Representative to the United Nations, told a press conference that "now we have ceasefire in Idlib violated by jihadists. Every time there is a ceasefire violation it has been initiated by the rebels."

Nebenzia also noted many fighters in Idlib are foreign terrorists, which complicated the situation.

Idlib is the last rebel stronghold in Syria in the long-running civil war.

In April, the Syrian government forces stepped up operation on the northwestern province, citing the rebels' violation of the de-escalation agreement brokered by Russia and Turkey last September.

Last month, the Syrian government forces announced ceasefire twice for Idlib, on Aug. 1 and 31. But both ceasefires were breached.

Meanwhile, Nebenzia warned against rushing to conclusions regarding the recent drone attacks on oil facilities in Saudi Arabia.

"We should not hurry with conclusions because there are conflicting reports of who did it ... We don't have a clear picture," he said.

On Sunday, UN Secretary-General Antonio Guterres condemned the attacks on Aramco oil production facilities in the east of Saudi Arabia.

Yemen's Houthi rebels have claimed responsibility for the attacks. Enditem
