VILNIUS, Nov. 13 (Xinhua) -- The main shortcoming of the Lithuanian security system is the absence of a clear defense plan defining how the public and state institutions should respond to possible aggression, Vytautas Zukas, chief advisor to the Lithuanian president, said on Wednesday.
For now, "we only have a plan for armed defense, while a plan that would define the response of the public and state institutions to possible military aggression is absent. We do not have a plan that precisely defines the role of the unarmed civil resistance," Zukas was quoted by local media as telling conference held in Lithuania's parliament.
Zukas is the former chief of the Lithuanian Armed Forces.
The contribution of every citizen is essential to the effective defense of the state, Zukas underlined. The plan defining civil resistance should be prepared in the nearest future.
"All responsible state institutions must participate in the preparation process," Zukas said.
Wednesday's conference was organized by non-governmental organizations specialized in Lithuania's national security and was supported by the parliament's Committee on National Security and Defense.
