TRIPOLI, Dec. 13 (Xinhua) -- The UN-backed Libyan Prime Minister Fayez Serraj on Friday said Libya "will never be a dictatorship," in response to a speech of Khalifa Haftar, commander of the eastern-based army of Libya.

During a speech, Serraj called on the people to abandon fictitious projects that would only end up with individual's rule and bring about destruction to cities.

Libya will not be a cave for dictatorship; It will only be a free democratic civil state, Serraj said.

Serraj questioned Haftar's call for further advancement into Tripoli, saying that the eastern-based army will not be able to advance into the city.

Haftar declared on Thursday the launch of the final stage of the military campaign in and around Tripoli, ordering his troops to further advance into the city.

Haftar's eastern-based army has been leading a military campaign in and around Tripoli since early April, trying to take over the city and topple the UN-backed government.

Thousands have been killed and injured in the fighting, and more than 120,000 people fled their homes to avoid violence. Enditem
